That is it keep it in mind that all the livesock of the Egyptians is dead now. So Exodus 9:20-21 Those officials of Pharaoh who feared the word of the LORD hurried to bring their slaves and their livestock inside. But those who ignored the word of the LORD left their slaves and livestock in the field. Basiically part of poor livestock is going to get double kill now right? God was trying to be Merciful to the Egyptians even thought they weren't Merciful to God's people.

It isn't quite the same as a newspaper report where the casualties have been accurately counted. If we were being pedantic, we would say, 'a very high proportion of' the livestock of the Egyptians died. But such minute accuracy would soon get very tiresome when telling a story.
