The directive orders the Pentagon to put together legislation to present to Congress to create the Space Force. It would operate under the umbrella of the Air Force, much the same way the Marines work within the Navy. It would be managed by an Air Force undersecretary for space and have representation on the Joint Chiefs of Staff. The USAF bears the brunt of the cost. There is always a priority issue in getting the funding for space. USAF wants planes, Army, Marines want manpower and ground weapons, navy wants ships.... Space gets what the others are willing to give up from their other priorities . All services need space operations, but when it comes to funding, it is a battle. Creating a separate space force will allow for constant funding, priorities, and expansion of capabilities. I think it's a good move.
