Is there a rule anywhere that says God has to create everything new?

Yes really.  God is noit bound by the rules of his own creation AKA Time. If He wants to create an old world...then he creates an old world. Genuinely, Factually...old. Just like he created Adam and Eve Old. (as mature adults) and all the animals

Why would God then tell us he spoke these things into existence in 6 days. Not that He let them develop naturally over 4 billion years? Was He lying to us?

And where does it determine in the original Hebrew that each day was a 24 hour day?

No I read scripture and derive understanding and knowledge from scripture - not mediaeval RCC doctrines.

The word in Hebrew has very wide applications over many verses of scripture.
