It talks about the earth the same word as Gen 1. The world dividing. It does not say nations separated. It says the earth divided. Divided territory, peleg's brothers clan was only in the eastern hill country. Genesis 10 30Their territory extended from Mesha to Sephar, in the eastern hill country.
