How else could you explain the following Texas law? This gives political parties control over the law-abiding citizenry. They fight to allow pornography in the schools taking away parental rights over their own children. They take away a Christian's first amendment rights to speak out, their second amendment rights for self-defense, so on and so forth. Possibly though, as I am a bit familiar with railroads, a red signal indication is called "stop and proceed". Almost all level crossings would be protected with a signal and controlled by a dispatcher. So there could have been a rule to stop at a crossing then, if clear, proceed through. Why it would be in a bill and not the railroad rulebook is a bit odd and perhaps lends creedence to the first option.
