The 2 witnesses of Revelation 11 will testify to the world for 1260 days and then will be killed by the beast from bottomless pit. Then the beast from bottomless pit (azazel) will possess antichrist. After that nobody else will restrain antichrist to rule the whole world for the next 1260 days as in Revelation 13.

Because at the fullness of the gentiles God returns the mandate of Salvation news to Israel. So the restoration of Israel is not yet fulfilled now. The world is suffering from drought and praying for rain now but when the two prophets come they will make sure the sky will not pour down any rain for unbelieving nations who pray to their "god".
