NYC sending out letters demanding citizens turn over any no compliant guns, even if they were owned before gun control laws went into place.

Stands to reason. If you register your firearm with the government that permits you to own one, they know exactly where to go to seize that weapon when they slowly restrict the terms and conditions surrounding ownership of a firearm.

The second amendment and inalienable right are slowly being redefined. And when, per the article, a citizen in NYC can only have a rifle that carries the maximum of 5 rounds, while NYC police have automatic weapons and criminals will always break the law, who do the gun control laws really control?

Gun control laws are not about guns. They're about control.
