Acts 15:1 doesn't teach circumcision. It only says that there were some men, Judaizers that were teaching that. James didn't say that He should be called into question in terms of his authority to write what he wrote. What James actually said was that people should not be desiring to be teachers because teachers are held to a greater level of scrutiny by God. You are not the judge of James and His authority, nor do you have the right to say that the book of James is not Scripture. James didn't change the gospel Paul preached.
