ISIS has taken responsibility for the attack in St. Cloud, so it was a terrorist attack. And yes, every time someone has killed someone yelling allahu akbar it has been a labeled a terrorist attack. ISIS took credit for something they had no part of, it is classic strategy by them. The reason why ISIS was able to take credit is because people were labeling it terrorism instead of just some wack job, we are doing the work of ISIS for them.
