The kid was given a quota and he cheated to reach his quota so he would get paid. When I was on recruiting duty for the Marine Corps we had a quota of so many people we had to talk to face to fact about the Marine Corps. We had to get them to give us their name and phone number for them to count. Many a Marine recruiter got in trouble for making up names or using the phone book to put false names on their sheets so they could fill their quota.
