Is it feasible that an authority makes twisted judgment?

At first, certainly we will say “yes”. After all, there are many corrupt. Nonetheless, see what it is written:

•    Pro 16:10 -> “An oracle is on the lips of a king; his mouth does not sin in judgment.”.

And Paul complemented:

•    Rom 13:1-5 -> “Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience.”.

The truth is that:

•    Pro 21:1 -> “The king's heart is a stream of water in the hand of the LORD; he turns it wherever he will.”.

Can you be sure:

•    Joh 3:27 -> “John answered, “A person cannot receive even one thing unless it is given him from heaven.”.

And Jesus used Pilate to exemplify this.

•    Joh 19:10,11 -> “So Pilate said to him, “You will not speak to me? Do you not know that I have authority to release you and authority to crucify you?” Jesus answered him, “You would have no authority over me at all unless it had been given you from above. Therefore he who delivered me over to you has the greater sin.””.

Perhaps you are saying: but, with so much injustice, how can it be doable?

Well, the Creator uses the authority to express how He is feeling about us. Regardless what the authority is, the Creator use the authority to carry out in us what is necessary to transform our character and save our soul.

So, have a good day trying to take in what the Creator is conveying to you through the authorities and their decisions.

Yes God establishes All ruling/governing authorities and he uses them, but that does not excuses there acts or judgements, any more than a hell bound sinner can use the excuse that God caused him to do it?

Every person is morally responsible for their acts.

This appealies to all people whether in government or not.

Secondarily, the acts of government6 do not save us, that is only through our faith in Jesus.
