It was the Portugeses who started the transatlantic slave trade, according to various slave trade web site some claim as early as the 1400's, using black slaves in Portugal, there various atlantic ilands and there colonies in Brazil. Re read the chapter, even a casual read shows that God is talking about blessings for obedience and the consquences of disobedience. Many of those consquence can be seen being worked out in the bible. They had recently left egypt, it was fresh in there minds and the threat of being returned to egypt would be, to them, a real threat, far more than a decent threat of being taken off into a remote xile. So were those curses ever carried out? Yes they were. Did the Israelite get shipped back to egypt? No they didn't, but they were carried off into exile.
