You might have missed a salient point. When a Beast is used to describe a political power it was always a GENTILE power. This makes answering your question a bit difficult. But we have an inkling. The last Beast is Rome. It is depicted by iron and clay mixed. As a political entity its form of government is Democracy - Man's Rule. Israel have a royal line. But they refused this line and hailed Caesar. Thus, they get Caesar's government - Democracy. On a sad note, what does the Church do? Now a king like the gentiles have is what Israel has. A beast.
