The second beast with "two horns" is not "the false prophet". The first beast is explained in Rev. 17: 7-11, the seven mountains are kingdoms that rule over all men of their time as Daniel 2: 37,38 explains. The 8th king "Satan" has always been an influence in the affairs of kingdoms. And Yeshua the mountain crushes them all!

1.) Egypt ruled over the Mediterranean Sea Region(MSR) and Israel was in bondage in Egypt, they were the 1st of 7 Heads in the book of Revelation.

2.) Assyria, the 2nd Head, over the MSR and Israel in Rev.

3.) Babylon, the 3rd Head over the MSR and Israel in Rev.

4.) Persia was the 4th Head over the MSR and Israel in Rev.

5.) Greece, the 5th Head over the MSR and Israel in Rev.

6.) The Roman Empire was the 6th Head over the MSR and Israel in the book of Revelation, they covered the entire MSR coastline

Notice Rome conquered the whole MSR coastline, and Babylon's landmass and briefly the Persian landmass, and Greece, and Egypt, and Old Assyria. Greece and Rome ruled at the same time, Antiochus was ruling in Egypt and Israel while Rome was a great kingdom, this is significant in end times prophecy because the Last Beast Head (Anti-Christ) will have a king/ruler that has to be born in Greece (Dan. 8:9 mandates this) and he will then arise to power in the 10 [Kings/E.U.] which simply means Complete Europe Reunited (Dan. 7:7-8 mandates this). So, those two that existed simultaneously will both play a part in the End Time Beast. He will also have Assyrian Blood (old Assyria was Northern Iraq and Southern Turkey mostly). 

7.) The Anti-Christ or 7th Beast Head of the book of Revelation will be the Anti-Christ, whom the E.U. gives power unto, or votes in via their E.U. Parliament. He then Conquers the whole MSR including Israel to become the 7th Head of Rev. 12, 13 and 17.

The Blue (E.U.) conquers these other nations they currently have "Agreements" with (agreement in Hebrew = Covenant) and I assume Israel JOINING the E.U. because of the Gog & Magog war will be what kicks everything off, God's anger at Israel will be rekindled in that they "gave away" His land so to speak by joining the E.U., who mandates Israel give up her nukes and allow the E.U. to "protect them". Thus the Rapture which is Pre Trib, should happen right after Israel joins the E.U. but it is not mandatory, the Rapture may happen just before that event. 

Now look at Dan. 11:40-43, the nations who get conquered are clearly in the same path as Daniel 8:9 indicates, which says the Little Horn conquers TOWARDS the East (Turkey/Seleucid), I will show how this all MATCHES below via the Dan. 11 scriptures. Then he conquers TOWARDS the South (Egypt/Ptolemy) and then TOWARDS Israel or the Pleasant Land/H-Glorious Land.

Now lets look at the Daniel 11 war.

Dan. 11:40 And at the time of the end shall the king of the south(Egypt, North Africa, Jordan, Turkey, Syria and Lebanon) push at him: and the king of the north(E.U. Anti-Christ/President) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over(He conquers countries in order to get at Israel, Turkey, Syria, Lebanon and Jordan.)

41 He shall enter also into the glorious land(Israel), and many countries shall be overthrown: but these shall escape out of his hand, even Edom, and Moab, and the chief of the children of Ammon(So, the MANY in Dan. 9:27 and 8:25 reference the MANY COUNTRIES the Beast conquers besides Israel !! But as we see the Beast is not allowed to conquer these Central and Southern Jordan regions, Edom, Moab & Ammon where the Jews flee unto in the Petra and Bozrah region.)

42 He shall stretch forth his hand also upon the countries: and the land of Egypt shall not escape. 43 But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps (Thus we know the Beast conquers all of North Africa also).

Dan. 8:9 MANDATES that the Beast/Little Horn conquers from the Northwest corridor of the Four Generals Region, or Greece in this inter-kingdom battle. He also must conquer from the E.U. 10, and it just so happens Greece is a part of the 10 (Complete Europe Reunited). 

So, these are your 7 Mountains of power over Israel and the MSR and Satan placed a Demon named Apollyon over them. He was over Egypt when the Pharaoh tried to run Israel into the Red Sea, he was over Assyria when they toted the 10 Norther tribes off. He was over Babylon, nuff said, he was over Persia, as a matter of fact he is the entity (of course) who resisted Michael for 21 days in Daniel 10. Then he was over Greece, followed by Apollyon being over Rome. He was known unto Israel as "The Destroyer" in other words his mandate from Satan was to destroy Israel. After 70 AD God placed Apollyon into the Bottomless Pit for the duration of the Church Age and until the First Woe, where he will be released, then kill the Two-witnesses as Rev. 11 shows us. 

Thus the Scarlet Colored Beast (a Demon but he can't be Red, so he is Scarlet) was over the 6 Heads/Mountains/Powers and he will be over the Anti-Christ/Beast after he is released from the pit. Thus he will have been "OF THE 7 Kings" and he is an 8th King. But he has NO CROWNS as Rev. 17 clearly shows, meanwhile Satan has CROWNS on all 7 of these Kingdoms, and the Anti-Christ has CROWNS on all 10 (the E.U. in  Completion) of the kings/horns of power. Yes, Jesus will crush them by the presence of his coming, WTHOUT HAND, he simply speaks victory. Antiochus is an Archetype, thus he died via a disease (WITHOUT HAND) also.

I'm with you up to the 7th head. Your explanation of the first six empires as "MSR" would also be understood as the "known" world, as highlighted by each progressively getting larger. But on the other hand the United Nations contains nearly all of the nations of the "known" world including the E.U. One must follow the Daniel 2 image "timeline" and demonstrate who the feet and toes of clay and iron are? Ten nations of the U.N. have the ability to make fire come out heaven and destroy, they are the ten toes. Soon another crisis like the covid 19 will be upon the world and the scriptures will be fufilled.
