Well I would assume that he means the terrorists that actually targeted us on 9/11. For example, if Obama were president in 1941, when Japan attacked us at Pearl Harbor, Obama would have asked congress to declare war against the Empire of Japan. However, if Bush were president in 1941, when Japan attacked us at Pearl Harbor, Bush would have asked congress to declare war against Japan, then mid way through that war, he would have asked congress to declare war against Thailand, and sent the bulk of our forces there. Actually, no... he would have done what was done. He would have asked to go to war against Japan and her allies -- which is exactly what we did. And, it's what we did here. More and more evidence is coming out of Al Queda's links with Iraq, and only those in severe denial are still pretending that's not the case.
