God and all His actions are perfect and beyond the reproach generated from our frail minds. The thing you must keep in mind is tha God said "The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance." It is God's will that all men receive the free gift of salvation. However, He created man with a free will and knew which men would and would not reject Him.
