In an attempt to shield the earth from the sun's harmful rays, the atmosphere will be 'seeded' with sulphur. Whether this can be compared to the burning sulfur that fell from the sky in the days of Lot, and the ark compared to the days of Noah would be highly coincidental speculation (or would it?).

I did not read all the links you provided and it has been a LONG time since I have been involved in chemistry: However, according to the article they are planning to use a sulphate [sO4]. Sulphate is a salt, as is a sulphite [sO3]. There are many varying sulphates, not all have the same properties. Epsom salts is a sulphate, albeit magnesium sulphate. There could be possible health risks for those allergic to sulphur or sulphur based products, that extent of which may be completely negligible to who knows. Worst case that I foresee is an acid rain effect. When I used to keep aquariums, I used a bisulphate [HSO4], a salt, as a means of lowering the pH of my incoming water supply from a 'mean' pH of 8.4 down to 6.0 for keeping certain south american cichlids.
