It reduces the supply of dollars and drives the price up. That causes the currency speculators who are selling the dollar "short" to lose money and discourages that practice. Newt Gingrich has an interesting speech on U Tube where he proposes selling oil from our petroleum reserve at a lower price to stop petroleum speculation. They could pass a law that 20% of all the oil exported from the US. be marked for use in the US only.
