Have you contacted the Embassy yet? The U.S. Embassy in Congo is located on Boulevard Maya-Maya, Bacongo, Centreville, Brazzaville, Republic of the Congo (the telephone number is 242-612-2000). They will have the answers (legal requirements) you need for permission to study in the U.S..
