In the culture of the east, proposing for marriage have done by the parents ... The girl tells her mom about her guy and the guy tells the thing to his parents. Finally the parents talk with each other & the marriage fixed.

The reserved woman has a lot more to offer in my opinion and experience. It does not mean that a woman who pursues a man is not modest, Ruth in the Bible was such a beautiful person.
