It will be interesting to see if it is a terrorist attack but sure does not look like it at this point. You might be right. His father was a bank robber and said to be a psychopath. His neighbors in NV said he was aggressively unfriendly, whatever that means. He may have inherited some of his fathers psychopathic tendencies. But I don't necessarily trust the government to make decisions regarding someone's mental health.
