The incident raises new questions about whether Devin Kelley's past should have prompted authorities to make sure that he could not purchase weapons long before he killed 26 people at the First Baptist Church in Sutherland Springs on Sunday. Police took Kelley into custody on June 7, 2012, at a bus terminal in downtown El Paso, Texas, after he broke out of Peak Behavioral Health Services, just over 10 miles away in New Mexico, according to the report, which was first obtained by NBC Houston affiliate KPRC.
