It is said that the heaven is not above and hell is not beneath the earth. Where are they located?

Matthew 12:40

40 For as Jonah was three days and three nights in the belly of the great fish, so will the Son of Man be three days and three nights in the heart of the earth.

Nice quote.

Exactly what does this refer to?

That hell or sheol or hades is in the middle of the earth, because Jesus went to hell

1 Peter 3

18 For Christ also suffered once for sins, the just for the unjust, that He might bring us to God, being put to death in the flesh but made alive by the Spirit,  by whom also He went and preached to the spirits in prison,  who formerly were disobedient, when once the Divine longsuffering waited in the days of Noah

Ephesians 4

 Therefore He says:

“When He ascended on high,
He led captivity captive,
And gave gifts to men.”

(Now this, “He ascended”—what does it mean but that He also first descended into the lower parts of the earth?  He who descended is also the One who ascended far above all the heavens, that He might fill all things.)

And there's also Jonah 2:

Out of the belly of Sheol I cried,
And You heard my voice.
3 For You cast me into the deep,
Into the heart of the seas,
And the floods surrounded me;
All Your billows and Your waves passed over me.
4 Then I said, ‘I have been cast out of Your sight;
Yet I will look again toward Your holy temple.’
5 The waters surrounded me, even to my soul;
The deep closed around me;
Weeds were wrapped around my head.
I went down to the [a]moorings of the mountains;
The earth with its bars closed behind me forever;
Yet You have brought up my life from the pit,

And Samuel came up out of the earth with the witch of Endor

Abraham's bosom was in the earth. The dead were raised when Jesus rose and went with Him to heaven.

And the woman said to Saul, “I saw a[a] spirit ascending out of the earth.”

14 So he said to her, “What is his form?”

And she said, “An old man is coming up, and he is covered with a mantle.” And Saul perceived that it was Samuel, and he stooped with his face to the ground and bowed down.

15 Now Samuel said to Saul, “Why have you disturbed me by bringing me up?”

and Numbers 16

Now it came to pass, as he finished speaking all these words, that the ground split apart under them, 32 and the earth opened its mouth and swallowed them up, with their households and all the men with Korah, with all their goods. 33 So they and all those with them went down alive into the pit; the earth closed over them, and they perished from among the assembly.
