They will say since the churches didn't have to pay taxes, that the "public" partly owns them. They are using the "social contract” against Christian businesses, and will use the same tactic against the churches. The government will tell the churches to comply with the " people's" demands, or be forced to close, and be repossessed and given back to "the people." I partly agree with the notion that churches have set themselves up as public-service oriented businesses... and therefore do owe the public "something". I'm not going to try and claim it is during the tribulation or before. All I can see is the true believers will be forced to gather in secret to avoid being harrassed or killed.
