It is also a means by which someone may be dragged back into a conversation they may not want to be in. A person can link back to a post they are referring to if the comment linked to is the reason why they wish to bring the subject back up. This is basic ethics in communication. I don't even think it matters if the person is still around. If the topic is interesting, why not bring it back? Yes, you could start your own on the subject, but what difference does it make? I rarely like to do that, but what is the harm?
