Like a lot of prophecies, there are immediate implications and future implications. In a nutshell, we don't know who these men are. But the point is, from verse 3 onward, that there was a time and will be a time when it seems like the Lord is not near .... " Therefore He shall give them up, until the time that she who is in labor has given birth; then the remnant of His brethren shall return to the children of Israel...."
