The CIA certainly has the capability, the resources, the technology and the manpower to do it. Which is exactly why they won't do it. There are very few people/organizations capable of this feat. Assuming Oswald was a CIA plant, even though chances are he was not, but assuming he was, that was a completely different time. Security in that day in age is nowhere near what it is today, it was at least believable that an average person could pull an assassination of this level of. Today's world, not so much.
