Mountains in the bible are often a metaphor in reference to large nations, while hills are usually in reference to small nations. As such the great city on which the great whore sits, who all the kings of the earth take their direction from (Revelation 17:18), is the city whose economic policies (in the currently ruling head nation) dictate worldwide agenda. Can you guess what city the world's nations economic policies currently are subject to? According to scripture the ten horns of the beast hate the prostitute and will make her desolate. According to scripture the prostitute is a city. According to scripture they attack the city of Jerusalem which is situated on seven hills. I didn't need to guess what city they hate or what city they attack. According to scripture the two witnesses who occupy Jerusalem will torment them for 42 months. Sounds like Jerusalem rules over them up to the time they make that city desolate. Luigi, At the time that John had his visions, five of the empires had come and gone. One was currently active (Rome), and one was still to come (The Ottoman Empire). All seven of these empires are now in our past and the only thing left is for the last empire to be resurrected so that it can bring about the Great Tribulation. The ten horns on the beast with seven heads indicate that ten countries will come together in order to resurrect the Ottoman Empire as an Islamic Caliphate. The horn that was broken and replaced by four smaller horn is a reference the the Grecian empire under Alexander the Great and his four generals. Jerusalem ruling over all the world's nations is when the Lord commences to reign through His saints in Jerusalem, and the nation of Israel/Zion becomes the largest of mountains/nations in the world. This occurs after the current land of Israel/Zion is desolated by the abomination of desolation, at the conclusion of which the Gentile unbelievers shall tread Jerusalem underfoot for the 42 month period of the beast, at the conclusion of which the Lord will then commence His gathering of His saints from the four winds to His barn in Zion. This was true at the time John had his vision and wrote the prophecy. Over 1900 years have passed since then and the other heads have also now had their day of prominence and passed away.
