America, for many years operated the HAARP program from Antarctica. That was allegedly made defunct for a few years and is now back in service and far more sophisticated now. 

It is also able to affect people's moods and behavior on a narrow or broad scale, depending on how its directed to the terrestrial plain. HAARP = High-frequency Active Auroral Research Program.

The Chinese are said to have an even more sophisticated weather machine than the U.S. Likely propaganda of course but still that they have one in and of itself is concerning.

The point being, fear leads to concession on the condition it is abated by who? The authorities.
