Cup of Reeling Zechariah 12:1-9

Hi all Brothers and Sisters in Christ, it has been a long time since I have posted here I do confess, but the I have been kept busy with the Lords work on various projects in to the Glory of Our Father. I realize that this topic bears relevance to to the War in Israel section but bearing in mind Christ's caution not to read every state of War as the End Times ;"Mat 24:5  Many men, claiming to speak for me, will come and say, 'I am the Messiah!' and they will fool many people. 
6  You are going to hear the noise of battles close by and the news of battles far away; but do not be troubled. Such things must happen, but they do not mean that the end has come. 
7  Countries will fight each other; kingdoms will attack one another. There will be famines and earthquakes everywhere. 
8  All these things are like the first pains of childbirth."(Good News Bible)

That been said, and the continuous build-up of current tensions for or against Israel and specifically Jerusalem, I argue  that there will never be peace in that region by any World Power until God decides that peace will endure, as I interpret this section in Zechariah, which reads:

"Zec 12:1  This is a message about Israel from the LORD, the LORD who spread out the skies, created the earth, and gave life to man. He says, 
2  "I will make Jerusalem like a cup of wine; the nations around her will drink and stagger like drunks. And when they besiege Jerusalem, the cities of the rest of Judah will also be besieged. 
3  But when that time comes, I will make Jerusalem like a heavy stone—any nation that tries to lift it will be hurt. All the nations of the world will join forces to attack her. 
4  At that time I will terrify all their horses and make all their riders go crazy. I will watch over the people of Judah, but I will make the horses of their enemies blind. 
5  Then the clans of Judah will say to themselves, 'The LORD God Almighty gives strength to his people who live in Jerusalem.' 
Zec 12:6  "At that time I will make the clans of Judah like a fire in a forest or in a field of ripe grain—they will destroy all the surrounding nations. The people of Jerusalem will remain safe in the city. 
7  "I, the LORD, will give victory to the armies of Judah first, so that the honor which the descendants of David and the people of Jerusalem will receive will be no greater than that of the rest of Judah. 
8  At that time the LORD will protect those who live in Jerusalem, and even the weakest among them will become as strong as David was. The descendants of David will lead them like the angel of the LORD, like God himself. 
9  At that time I will destroy every nation that tries to attack Jerusalem."(Good News Bible)
