"There have been unpaid bills since June ... it is unacceptable," said Justice Ministry spokesman Leo de Bock on Wednesday. "Magistrates actually judge people who don't pay their bills." Yeah, its similar to the French and German varieties. Your basic raw wood pulp mashed into a sheet, complete with splinters and all -- and some of it was almost completely water proof!
