People like that are not uncommon there. They are, obviously, mentally impaired. Many are schizophrenic. For example, they will get on a crowded subway car and go into their "shpiel" and within seconds they have created a large, empty space around themselves. Occassionally, a cop will hustle them off the train and life goes on. It is a rather disconcerting experience, without a doubt. Your instructor should be informed of the situation, and if he/she does nothing about it then it should be escalated to the Dean and up to the President of the college, if necessary. I have done things I thought for sure was the right thing to do, and it didn't turn out very well. I'm going to be cautious and patient with this situation.
