Is it civil to treat the leading human rights abuser in the world to a State Dinner?

Is it civil to treat the leading human rights abuser in the world to a State Dinner? I had someone in my office today who wondered why "we" were giving the Chinese a "steak dinner"..... Okeydokie.... There are a number of high level politicians attending and I believe former presidents - one of the channels showed Obama talking about the human rights 'issues' that he & the chinese president are discussing. I hate the thought that China is the single largest investor in private corp. debt... scary...scary.

I'm ready for some get down people to fire up the conversation and stop beating around the bush with things and get stuff done.
