He (the Holy Spirit) does this in many ways - he convicts, leads, guides, empowers, teaches, ...etc. If you have been saved by God, you have the Holy Spirit. Peter was telling in Acts 11 about the proof that the Gentiles had received it. People in the old testament was dealt with by the Holy Ghost but it wasn't given yet as a gift. John 7:37-39 37 In the last day, that great day of the feast, Jesus stood and cried, saying, If any man thirst, let him come unto me, and drink.38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water.39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.) But I'm gong to guess you are looking for Acts 19:6 And when Paul had laid hands on them, the Holy Spirit came upon them, and they spoke with tongues and prophesied.
