That God's rule is characterized by justice and righteousness. The second line of the strophe is also revealing:

"Loving kindess and truth go before Him"

In otherwords God's rule is conditioned by Justice, rightouesness, loving-kindness and truth

In my version (NASB) it is tranlated "foundation" I looked it up in the Hebrew Bible and it comes form the word "macon" and literally means a fixed or established place. So these qualities are that in which God's rule is based

I'd interpret "inhabitiation" as "it resides here"..ergo, Gods throne resides in Justice and Judgment.

Have you seen other synonymous words for righteousness in the bible?

I'm sorry, I meant to ask for a synonym for justice in the bible. I found that it was righteousness. I'll get the text later. Sorry I'm at work.

Psalms 97:2 says the same thing except in the KJV it uses the word righteousness, therefore I conclude that righteous and justice are the same thing since they are used interchangebly to describe the foundation of God's throne.
