why was there an exception with David, when David was part Moabite

You don't read that as David being in the 14th generation ????

What I quoted in Nehemiah was during the exile or after it 28th generation from Abraham, and David was the 14th generation from Abraham not Moses.

Ruth is a type of the gentile church. She was grafted in just as we are grafted in. 

But if some of the branches were broken off, and you, although a wild olive shoot, were grafted in among the others and now share in the nourishing root[of the olive tree, (Romans 11 17)

The 10 generation curse began with Lot as the 1st ancestor of Moabite and Ruth must be beyond the 10th generation from Lot.

Deuteronomy 23:3 says "even to their tenth generation"

So the tenth generation of the Moabites.

Which perhaps Nehemiah could not calculate,
but if that was the 28th generation of the Jews,
maybe also the tenth generation of the Moabites had passed.
Perhaps Nehemiah did not know this, or did not consider it,
his complaint was that the wives spoke different languages,
causing the children to not know Hebrew,
and that as Solomon was led away, they also may be led away.

Thus there were fourteen generations in all from Abraham to David, fourteen from David to the exile to Babylon, and fourteen from the exile to the Messiah.

As others have mentioned I agree this has to do with the mercy and favour of God being granted to Gentiles through the gospel.  And Ruth gave her son to Naomi, so to speak, who was a Jewess, and this was and is a beautiful picture and foreshadowing of the spirit of adoption.

A wonderful thing to point out to Jews when talking about the Messiah and His gospel to them.  It is through the mercy shown to the Gentiles that the Jews may now receive mercy.
