Yes. 

A person needs to believe in Christ Jesus and the gospel of salvation

A person needs to repent from their previous life and self will.

A person needs to confess their faith in Christ Jesus as their Lord and Saviour - usually done in the waters of baptism

And a person also needs to be baptised in the Holy spirit with the Bible evidence of speaking in tongues.

AND a disciple also needs to walk the walk and remain steadfast and true and loyal unto death or the Lord's return.

No quitters.

Hebrews 10:21  and since we have a great priest over the house of God, 
22  let us draw near with a true heart in full assurance of faith, with our hearts sprinkled clean from an evil conscience and our bodies washed with pure water. 
23  Let us hold fast the confession of our hope without wavering, for he who promised is faithful. 

1Peter 3:20  because they formerly did not obey, when God's patience waited in the days of Noah, while the ark was being prepared, in which a few, that is, eight persons, were brought safely through water. 
1Pe 3:21  Baptism, which corresponds to this, now saves you, not as a removal of dirt from the body but as an appeal to God for a good conscience, through the resurrection of Jesus Christ,

Waggles............................ Tongues has nothing to do with water baptism. If tongues were a requirement many baptized saved Christians would go to hell. Tongues is a minor spiritual gift.

Tongues has everything to do with water baptism, as praying in tongues is the Bible evidence of baptism of the Holy Spirit - which is only one side of the coin; the other being water baptism by full immersion.

A person must be born of water and spirit to enter the Kingdom of God.

Well that puts a lie to acts 10 then for the people there were saved before baptism and speaking in tongues

Acts 10: 

44 While Peter was still speaking these words, the Holy Spirit fell upon all those who heard the word. 45 And those of the circumcision who believed were astonished, as many as came with Peter, because the gift of the Holy Spirit had been poured out on the Gentiles also. 46 For they heard them speak with tongues and magnify God.

Then Peter answered, 47 “Can anyone forbid water, that these should not be baptized who have received the Holy Spirit just as we have?” 48 And he commanded them to be baptized in the name of the Lord. Then they asked him to stay a few days.

What nonsense is this?? 

They were baptised in the Holy Spirit and then they were baptised in water. 

It is not a matter of one before the other but of faithfulness in believing both are required. 

I received the baptism of the Holy spirit and spoke in tongues some thirty days after my water baptism. For others it was the other way around. 

But in the end I was born again of water and spirit.

 Hanging on a cross, the thief had an acceptable excuse not to be baptized in water.  Do we have such a good excuse?

For Christ also once suffered for sins, the just for the unjust, that He might bring us to God, indeed being put to death in the flesh, but made alive in the Spirit;
19 in which also He went and preached to the spirits in prison,
20 to disobeying ones, when once the long-suffering of God waited in the days of Noah, while the ark was being prepared (in which a few, that is, eight souls were saved through water);


21 which figure now also saves us, baptism; not a putting away of the filth of the flesh, but the answer of a good conscience toward God, by the resurrection of Jesus Christ;

 

The baptism that is not the putting away of the filth of the flesh is the baptism of the Holy Spirit:  

Mark 1:6-8

6 And John was clothed with camel's hair, and with a leather girdle about his loin. And he ate locusts and wild honey.
7 And he proclaimed, saying, There is One coming after me who is mightier than I, the thong of whose sandals I am not worthy to stoop down to loosen.
8 I indeed have baptized you in water, but He shall baptize you with the Holy Spirit.
