There have been many people who have lived heinous lives of extreme sin and who then went on to die a calm, peaceful, death at a ripe old age. God may or may not have punished the Romans during their time on Earth but that doesn't mean that it didn't happen after they died.

They have already been punished for their actions. Matthew 23: 34 Therefore, indeed, I send you prophets, wise men, and scribes: some of them you will kill and crucify, and some of them you will scourge in your synagogues and persecute from city to city, 35 that on you may come all the righteous blood shed on the earth, from the blood of righteous Abel to the blood of Zechariah, son of Berechiah, whom you murdered between the temple and the altar. 36 Assuredly, I say to you, all these things will come upon this generation. The Word of the Gospel is now: Isaiah 40: 1 “Comfort, yes, comfort My people!” Says your God. 2 “Speak comfort to Jerusalem, and cry out to her, That her warfare is ended, That her iniquity is pardoned; For she has received from the Lord’s hand Double for all her sins.” 2 Temples, 2 judgments All tribulation upon Israel since is on the gentile church Romans 11: 30 For as you were once disobedient to God, yet have now obtained mercy through their disobedience, 31 even so these also have now been disobedient, that through the mercy shown you they also may obtain mercy. 32 For God has committed them all to disobedience, that He might have mercy on all. The mercy of God for Israel has been ordained by Him to come from the gentiles who have received mercy. Has the church shown Israel mercy?
