Yeah that is a tough one.  I can tell you there is a lot of debt over this scripture if its referring to God plural or if this scripture is including other heavenly beings such as angels who are also considered elohims.  Jewish theologians take that stance and many nontrinitarians.  I lean more toward the plurality of God because I am not sure if angels had any active part of creation.
