Sure they are, but the horns do not recieve “crowns”as kings until the last hour of darkness.

Notice, “crowns”are first shown on the 7 “heads”

Revelation 12:3

And there appeared another wonder in heaven; and behold a great red dragon, having sevenheads and ten horns, and ((seven crowns upon his heads.))

Then “the crowns”are removed from the 7 heads and go to the 10 horns…
