I've had dealings with people like this, one of my great Uncles went to live among them the last 30 yrs of his life. They honestly believe this and it is not an excuse. They also would defy the government if it were required anyway, due to the fact they believe the NT teaches that the secular, unsaved world is the realm of the devil. They will then abjure and take whatever consequences come because of that stance.

The Hutterites are a fascinating group of Christians. They have always faced persecution, but they have done well in North America living communally and practicing their faith and being pretty successful large-scale farmers.

They are not Amish; they use modern farming methods and drive etc. But they do live in communes holding no private property and reject most of our modern culture (for example I don't think they listen to secular music or watch secular t.v. etc). I remember as a boy growing up around them that when they bought their new farm trucks they always pulled the radios of out them.

But I think it will be interesting as we move toward more monitoring and control by government in this age of "terror", how many of us will reject some of these id's based on our religious faith, which I think is a legitimate grievance.
