It means to hit your opponent where they are the most vulnerable. Obama was a weak president and Romney had a lot of things he could have focused on and called attention to, like the mess with Ben Ghazi. That was one huge issue that the president was vulnerable on, and Romney just threw away the chance by not bringing it up in the debate. Made a lot of people angry. There were voting districts in a few big cites where Romney did not receive a single vote, Philly and Cleveland if I am not mistaken, but not in Utah.
