I'm with the muffet on this.....       it depends....   outside I would say throw the five second rule out the window.....    if it's in the kitchen or the house.....   well I'm going to get some of those germs anyway so I might as well learn to fight them off.

If it's chocolate.....   well it's all bets off wherever..

My father is a vet. I grew up with various "samples" in the fridge. At his work, where I stored my bike when I was in college, I would have to move the jar of monkey brains or parasitic worms (nematodes etc) in order to get milk for coffee. I also had to take microbiology for my pharmacy degree. I have a healthy respect about whats down there on the floor, no matter how clean it is. (Thanks microbiology for the lesson on "how clean are those surfaces anyway".) I really do not need that piece that fell on the floor.

ROFL  you have dogs that do that too?  Honestly scientists actually spend time to think about this stuff?
