That is not equivalent to saying that there is no way to reduce the risk of contracting AIDs. Here's a comparison: Driving a car puts you at risk of an accident. If you regularly drive 20+ mph over the speed limit, or maybe even drive while intoxicated, you have a much higher chance of getting into an accident. You could choose to never drive a car again to guarantee that you wouldn't get into an accident, or you could take measures to be a safer driver, like staying within the speed limit and only driving when you're alert and sober.
