It really DOES happen; I have had two people, here on a green card, TELL me flat out that they voted in the 2012 election. There was not a problem with 3.5 million votes, there might be a problem with 3.5 million voter registrations. A recent study by a Pro-Trump organization looked at 75 million votes and found possible issues with .0112% of them, which is even smaller than the margin that Bush II won Florida by in 2000.
