Acts 2:1-4 - When the day of Pentecost came, they were all together in one place. 2 Suddenly a sound like the blowing of a violent wind came from heaven and filled the whole house where they were sitting. 3 They saw what seemed to be tongues of fire that separated and came to rest on each of them. 4 All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them.

Speaking in tongues should come naturally with the baptism of the Holy Spirit.

I don't think seekers should be to told to open their mouth and speak. Why do I say this?

Because the very first set of receivers didn't know what to expect when they received the Holy Spirit. So they couldn't be told to do anything (apart from staying in Jerusalem). And I believe that's how it should be for all seekers.

If you receive the Holy Spirit you will speak in tongues.

Acts 19:1-6 - 

While Apollos was at Corinth, Paul took the road through the interior and arrived at Ephesus. There he found some disciples 2 and asked them, “Did you receive the Holy Spirit when you believed?”

They answered, “No, we have not even heard that there is a Holy Spirit.”

3 So Paul asked, “Then what baptism did you receive?”

“John’s baptism,” they replied.

4 Paul said, “John’s baptism was a baptism of repentance. He told the people to believe in the one coming after him, that is, in Jesus.” 5 On hearing this, they were baptized in the name of the Lord Jesus. 6 When Paul placed his hands on them, the Holy Spirit came on them, and they spoke in tongues and prophesied. 

No where in the text were we told that Paul told them that when he laid his hands on them they should open their mouths and speak.

Let me repeat it - 

"If you receive the Holy Spirit you will speak in tongues".

What most people receive nowadays is tongues not the Holy Spirit. What I'm trying to say is that seekers shouldn't be told anything; just pray for them and let God do his work. God really wants to and is really eager to give Holy Spirit to people according to this scripture - 

Luke 11:11-13 -11 “Which of you fathers, if your son asks for a fish, will give him a snake instead? 12 Or if he asks for an egg, will give him a scorpion? 13 If you then, though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give the Holy Spirit to those who ask him!”

Some people will be speaking gibberish and say they are speaking in tongues. Just pray for the seekers if they receive the "real" Holy Spirit they will speak in tongues. Simple.
