Petra is not large enough for the number of people that will need sheltering and could easily be destroyed from the air.

The Return of the Remnant from Edom

The ancient capital of Edom was the city of Bozrah---the Hebrew bosra means sheepfold. It lies 30 miles southeast of the Dead Sea in present-day Jordan. The present Jordanian city of Buseirah is not on any modern road but is a remote mountain village of difficult access. Ancient Bozrah at the same location, however, was on the main North West trade route known as the King's Highway (Numbers 20:17). Interesting that it appears that it took 7 years for someone to respond to this question. I have wondered about this myself somewhat. Petra, as inhabited was about 25 square miles. That might be large enough, after all, I have no idea how big a population would be enough to be a saved remnant, If someone is thinking about hiding the entire Jewish population, there is no where on earth where they could hide. However, that is not the question. Can God protect His whome He chooses, and provide for them miraculously (remember the manna)?

Normally, one would not choose a tourist trap as a hiding place, but with God, even that is possible,

Therefore my short answer is: "I don't know but it is possible".
