Indeed - that free will thing!  It's like a parent who really wants their children to do certain things, but the kids don't do those things. And the parent can express their displeasure in different ways to try and get the child in line.  

But ultimately, the parent allows things to happen . . . that is, they don't tie the children up or kill them to prevent those things.
