I don't think assuming changes to the laws of nature is strictly justified by the text of Genesis 9. After the rain, God set a bow in the cloud - to which He assigned new meaning - as is His right as Creator.

I have heard some suggest that there was no rain before the flood (based on Genesis 2:6) - and ergo, no rainbows before the flood. I personally consider that to be assumptive as well. But it is another perspective to consider - i.e. one that is consistent with the text, but also doesn't require any changes to the laws of nature.

I am happy to settle on the position that it is logically unnecessary to equate 'God set a bow in the cloud after the flood' with "God created rainbows after the flood".

People also equate "(let there) be light" as an act of 'creation.' but in the original text, it reads, "be(come) light." It never says light was created, as it already existed. 

According to NASA, (I keep up on trivial research), Earth is the only planet that has rainbows.

Why assume there was no rain prior to the flood?

Physics didn't  change then so water would have evaporated, condensed  and fallen as rain.

If there was sunshine at the same time then there would be a rainbow.

God gave significance to the rainbow after the flood.
