AI - controlling bureaucracy - just thinking

USA computers systems being perused by Musk are mainly old -  IBM  Cobal language

20 years ago protests were being made by workers of the antiquity of the systems, but as they are so vast, updating is costly and a maze of intricacy no one dared to try. 

Now with AI - would it be possible for AI to convert the old computer maze into modern platforms and systems? 

And if so..... would that not tie them all together into one large behemoth of a giant beast of a system..... controlling all of our bureaucratic systems and possibly - world wide from a central AI platform?

Could this purge lead to the much needed updates - but to also other things?

here again..... just wondering about it.

Its been a long time since I have heard mention of the language.  I used to have to write code in it.  I think RPG was another one as well.

Ai is just a computer that a group will input certain information and omit certain information knowing what the outcome they want will be, and it accepted by all once AI says so.

Can you substantiate that? Do you have a quotable source that verifies that? 

I ask because our country is normally some way behind the USA in things, but our infrastructure is not as dated as that you describe.

There was an article today in Mail On Line from the the new Transportation Head about making it a priority to update the old FAA systems.

One of the problems in the USA is it's size.... millions of computers and IT needed..... and congressional limits on buying from one source.  With the automation - can't buy same for all..... suppose to spread it out.  In the old days with typewriters no big deal... every 3 years contract provider would change so the contracts were spread out.  That is hard to do with IT components as they all have to meet standards and talk to each other.  Sooooo....... I think Uncle Sam has just made do with pretty much what they started with many many years ago as the integration, updates have become so complex, and change so fast.
